Though in the minutes on 10796 I expressed my difficulty in understanding what had happened in this matter, I confess I have little doubt myself that in the absence of Mr Cecil Smith, the Colonial Treasurer, they have departed from the practice which he describes, and adopted another one which, as you yourself say, would be "intuitively wrong" in principle, & that they have made the further administrative mistake of treating the Treasury officer in the Colony as a sort of private individual & expecting him to tender, in conjunction with Bank merchants or others, for them.
